Boosting Viet Nam-China ties for mutual benefits

Deputy Foreign Minister Vu Dung has affirmed that maintaining and further boosting the Viet Nam-China relationship are of essential benefits for both countries.

Deputy FM Dung made the comment while speaking to the press about the results of the second session of the Steering Committee for Viet Nam-China Bilateral Cooperation in Beijing from Jan. 23-25.

The deputy minister, who is general secretary for the Vietnamese side in the steering committee, said four important events were held prior to the session including the working-level negotiation on the delineation of the sea area off the Tonkin Gulf from Jan. 16-20 in Beijing, the meeting of the chairmen of the Viet Nam-China Joint Committee for Land Border Demarcation and Landmark Planting in Ha Noi from Jan. 15-20 and two preparatory meetings of the steering committee’s secretaries general in Beijing on Jan. 21 and 22.

He said the Vietnamese delegation to the steering committee’s second session was received by Chinese Premier Wen Jiabao proposed that both sides focus their discussions on measures to further accelerate cooperation in the fields that benefit both countries, thus promoting the bilateral friendship and comprehensive cooperation to a new height.

According to deputy FM Dung, the steering committee discussed frankly and sincerely measures to nurture bilateral relationship in line with the motto set by the two countries’ leaders. The committee also exchanged views on orientations for the settlement of existing and emerging issues in bilateral ties. The two sides had reached important agreement and common awareness regarding these issues, he emphasised.

The two sides affirmed that the two countries’ relationship has seen strong and comprehensive developments in almost all fields, said the deputy FM. Both countries’ leaders continue maintaining the traditions of regular visits and meetings, thus enhancing trust and creating a new motivation for promoting the effective and practical development of cooperation. The two countries’ trade relationship has recorded outstanding developments with two-way trade reached around 15 billion USD in 2007, three years ahead of schedule, he said.

The steering committee also discussed sensitive and important matters related to bilateral relationship in a frank manner, including border and territorial issues, especially the
East Sea issue, and the Truong Sa (Spratly) and Hoang Sa (Paracel) archipelagoes.

Dung said the two sides reached mutual awareness towards solutions to problems still existed or may arise with hope that based on the progress of the two countries’ recent negotiations, particularly the agreement reached during this session, these existing issues will be settled properly, helping narrow differences, solidify trust, preserve friendship and promote cooperation, thus contributing to maintaining peace and stability in the East Sea and the region.

The two sides agreed to speed up the demarcation and marker planting on the shared border as well as the settlement of related outstanding problems so that the work can be fulfilled in June this year, the diplomat said.

In parallel with addressing land border-related issues in 2008, the two sides set the target of signing a treaty on border management regulations with the aim of building the Viet Nam-China border into the one of peace, friendship and cooperation to serve the two countries’ long-term development, Dung added.

He went on to note that the officials also touched upon sea-related issues where they underlined the need to maintain peace and stability, not to further complicate the situation, and promote cooperation, firstly in less sensitive areas, including marine surveys and search and rescue activities.

They agreed to hold more negotiations on the delineation of the water areas off the
Tonkin Gulf along with seeking possibilities for suitable cooperation, Dung noted.

On the prospect of bilateral cooperation, the diplomat said there are opportunities for the two countries’ ties to grow in a stable and long-term manner.

“Maintaining and further strengthening the friendship and comprehensive cooperation between the two Parties and the two countries are of essential benefits for both
Viet Nam and China and it is also in line with the trend of peace, stability and cooperation for mutual development in the region and the world,” Dung concluded.
